Dr. Bill Brantley is a leadership development expert with over 20 years' experience in project management, communication, and adult learning. He has led major initiatives in federal, state, higher education, and corporate settings, effectively connecting theory with practice in regulated, mission-driven organizations.
He holds a Ph.D. in Public Policy and Management, an MBA in Project Management, an M.Ed. in Organizational Performance, Learning, and Change, a Master’s in Political Management, and over 50 professional certifications in areas such as project management, HR, coaching, and ROI evaluation. His advanced coaching training includes 100+ hours through the NeuroLeadership Institute and Global Team Coaching Institute.
Dr. Brantley is President and Chief Learning Officer of Brantley Advanced Social Sciences Applications (BAS2A), where he creates AI-powered learning systems, leadership programs, and workforce development initiatives. He has developed over 25 FedLearn self-paced courses, delivered more than 30 webinars on AI and related topics, and publishes a weekly LinkedIn newsletter for government professionals.
In 2025, Dr. Brantley worked as a Training Development Specialist II for Kentucky’s Department of Corrections, creating 36 statewide e-learning modules for all county jails. He managed the learning management system, led its SCORM compliance transition, and developed train-the-trainer programs, enhancing his expertise in compliance training and workforce standardization.
From 2023 to 2024, Dr. Brantley also served as a Human Resources Consultant to the Federal Housing Finance Agency (FHFA), where he created career development guides for IT and HR professionals, designed competency assessments for the Talent365 LMS, and led the development of FranklinCovey-based leadership learning paths. His work at FHFA integrated competency models, leadership development, and workforce planning into sustainable, technology-driven learning systems.
Previously, Dr. Brantley was a Senior Training Specialist (GS-14) at the U.S. Navy Office of the Inspector General, where he developed and led leadership and legal training for civilian and military leaders, advised on strategy, and managed large-scale training events.
Dr. Brantley worked five years at the U.S. Patent and Trademark Office, where he earned Training Magazine’s 2019 Emerging Training Leader award. He improved supervisor training, managed coaching programs, conducted ROI studies showing performance gains, and introduced blended learning for leadership development.
Dr. Brantley excels in VUCA environments and is known for implementing strategy, such as building a coaching culture in a 13,000+ employee federal agency, scaling training in 77 correctional facilities, and aligning leadership development with organizational change. His approach centers on psychological safety, trust, and human-centered design to drive team performance.
