Mr. Terrell has over 35 years of professional experience in Engineering/Consulting and Program Management. He is a Program Manager in NOAA/OCS (Office of Common Services) and serves as the Program Manager for the Radio Frequency Interference Mitigation Service (RFIMS). In this capacity he leads a project that monitors and prevents interference with weather satellite downlinks.
The RFIMS program incorporated competition and a down selection process in selecting the monitoring system hardware vendors. The RFIMS program requires cooperation to share the AWS3 frequency band with commercial wireless service providers. In protected service areas, during polar satellite passes, the commercial cellular phone network providers are required to vacate the band. When the pass is complete they are free to use the entire band. The RFIMS system monitors the band, provides messaging to notify vendors and identifies cellular hardware that violates the sharing agreement.
Mr. Terrell operationalized an early cloud service at NOAA, the Operational Secure Ingest Service (OSIS) project to ingest foreign and commercial satellite data products in the cloud. This is part of a transition of enterprise services from on-premise systems to cloud based services. This major shift in enterprise development follows the government “cloud smart” initiative and represents a fundamental shift in how satellite data is processed and distributed at NOAA.
Prior to serving as PM on RFIMS he was the GEARS program manager in OSGS, where he helped define the enterprise ground architecture for the enterprise of the future. Mr. Terrell worked in industry as the deputy PM for the ESPDS enterprise system for NESDIS and developed systems for advance technology demonstrations at the Defense Information Systems Agency (DISA) and Defense Advanced Projects Agency (DARPA) (2017-2009). He managed SW Agile development programs at DISA and NGIC (2009-2006) and performed business development and marketing. Before 2006, he spent 17 years at Booz Allen, where he managed a variety of programs for NASA, DoD and the Army, which generated over a dozen technical publications and two patents.
Mr. Terrell Has a Masters Degree in Telecommunications and IT from Johns Hopkins University (2003), and two bachelor’s degrees, one in Electrical Engineering (1986) and a second in Horticulture (1981) from the University of Maryland. His hobbies include orchard management, amateur radio, beekeeping (40 years), motor pool manager, home repair and boating.
